Is this the "Negotiation" stage of grief? The comic acknowledges that there are Deepstate Subversives, just not in that particular program.
The comic outright denies that any corruption at all was uncovered in the USAID. It's as if the author didn't know about the bioweapon money, the propaganda money, the direct kickbacks, etc. Or the author refuses to believe it.
