I think it's more an indication that they nepotisically kept hiring people ideologically the same as them and all these 'improvements' are just their vain attempts to justify their jobs.
When it can be replaced with one guy going 'that's stupid, just keep the door handles'. We have WAY too many 'busy work' jobs when we have a need to get a lot of labour outside of cities and utilised elsewhere, especially in America.
It's not even (or just) that we're packed too closely together, it's that the total number of people we encounter is far more than our brains are fit for. Dunbar's Number and all.

mankind was not meant to be crammed together like sardines... even towns are pushing it slightly.
