probably a combination of both actually. The Democrats hemorrhaged military morale to the point otherwise military-minded people flat out didn't want to join. we are probably seeing a correction with the new administration, combined with a ramped up recruiting effort.
Trump was allowed to win so easily in part because he would drive recruitment better than any Dem.

When he met with all those rabbi's in October, I knew he had promised them Iran. I knew he'd "win."
