I've seen them say they're trying to be sneaky by offering the presidential plane so they don't have the massive military cargo planes that can deliver more at once

I think this was a groveling apology to offer to do this to compensate the 2 repatriation flights the USA had sent, not as the transport method for the hundreds of thousands of illegal Colombian immigrants.
