What's with the foreign aid freeze except for Israel (obviously) and Egypt too?

Why Egypt? Is it because they enforce the southern border to Gaza? Or does Egypt have it's own version of Aipac?

Why Egypt?

To protect Israel. Since the end of the Yom-Kippur war Egypt is being paid off by the US.
