It's a criticism of playing by rules that the other team isn't bound by.
No it isn't, or it's disingenuous if that's what he's implying. Trump pardons his friends and felonious black thugs. Nobody has ever accused him of playing by rules.
Not if he keeps his word and follows through. That's not what's being signaled at the moment. We'll see.

Epps was never charged with anything, since he was doing his job for the feds, so how is he relevant to any question on pardons?

Ah, I see they gave him a year of probation, a bit over a year ago. Really threw the book at him. In any case, I'd rather see that misdemeanor removed from his record by a blanket pardon than see any innocents punished for January 6th.
