What's unfalsifiable? He's making a prediction, it's neither right nor wrong. However, based on prior history, building up the military to fight a war on Israel's behalf is not unlikely. The left has been degrading the military as a matter of policy, and that would obviously need to be addressed before a war with Iran. Netanyahu was also bragging recently that Iran would suffer a regime change. All that's needed is another 9/11 event to serve as the justification.
