if he does that, are they gonna stay there?

They have no choice

if they stay there, are they magically going to lose all of their networks and connections and become unable to communicate orders using modern technology?

You severely underestimate the impact of physical proximity on networking. Why are Silicon Valley (or now Austin I suppose) the hotspots of tech when you can do work on the internet anywhere? Why do you have to move to Hollywood to have a screenwriting career if you can just submit scripts on the Blacklist?
