We basically have a system called "Bürgschaft" (vouching) where someone guarantees that another person can pay their cost. It's usually used for students moving out the first time and parents vouching for them, so the landlord knows he can safely rent to someone without guaranteed income (the kid).
Well some people found it a really good idea to vouch for Syrians in 2013, so they could come faster to us via flights etc. and had guarantees for a place to stay. They thought that as soon as they were part of the German social system the general public had to pay for the migrants. They then were shocked when the state wanted the money back from that the migrants got from the state. Found this story were a guy vouched for 37 family members and then is surprised that he has to pay over 100k for them.
They all want to virtue signal and show what good humans they are. But they never want to do something themseles. It's always the general public which should pay for their virtue signalling.
