I used to just check White and that was it. Now I will mark other and list my predominant cultural heritage English and Norwegian. Do you think this is a mistake? Should I be broader and say European heritage? Should I just mark the White box?

If you're hitting upon the point that observed races are not particularly accurate proxies for ancestry, it is well taken.
That said, you're white. A lot of people get crammed into white. Persians are white unless you come up with some special category for them. Probably Arabs are white. They aren't Sub Saharan African or East Asian.
So being "different parts of Europe" white isn't even pushing it.
