I think it's as simple as "those who are evil are no longer punished by those who are good."
Evil has always existed and will flourish if not actively combated. Somewhere along the way it became taboo to punish the wicked and soon after it became illegal. I think at least some of this can be traced back to allowing the state to achieve a total monopoly on violence. People would not do this if they thought someone would deck them in the face for it.
It's like people who dismiss things as wack conspiracy theory. "Sure the CIA and FBI pumped crack into cities and killed peaceful comunes and drugged soldiers and university students and invented art styles as a psyop, and they've never had anybody punished for experimenting on Americans and using propaganda on citizens. But that was in the past, they're keeping everything above the board today, don't be a conspiracy theorist as to why the government is throwing tens of thousands of dollars to developers of games about canceling men.
