I made a post a long time ago about NGOs in Eastern Europe, there were Soros backed NGOs advocating for Romania to give better pay and better accommodations to migrants then they would give to their own people because migrants did not want to remain in Romania. The NGO in question was doing this around 2010 I think.
There was also a map about sentiment for immigrants and while Romania was doing better then other countries it had a 50+% of people considered that there is to much immigration in to Romania.
Considering how corrupt Romania is, I assume it would be very cheap to bribe some politicians to bring in migrants. I'm willing to bet that by now Romania has a lot of immigrants.
They are also a puppet state for globalists in general so they will not fight it.
Romania may be better then other countries but they are probably 5 years behind the west in terms of "cultural enrichment"
