I want to tack a rider onto this proposed law:

"If you even think about looking at a man, for any reason, whatsoever, good or bad, you will be fined 5 pounds per second for every second you looked at him. If a man chose to get into your line of vision, it's still also your fault somehow, and you will have to pay the fine to him immediately for every second you looked at him. You don't even have to make eye contact, just simply looking, or thinking of looking, or thinking of a man in any way at all."
