The guy who killed the girls was a 17 year old Rwandan.

The police are trying to control the anger against the government- so they describe him as “a 17 year old, born in Wales”

(Neither of his parents should still be in the UK since Rwanda is a safe country)

I could have described it better - it was a memorial for the girls he murdered.

It turned violent because newspapers reported ANOTHER migrant allegedly showed up with a knife.
