Like, why would you upload a SCAN of a letter like that when digital signatures and PDFs/PNGs are a thing?

I would presume Joe and Jill are tech illiterate like most people their age and have no idea how to put a digital signature on a document.

Frankly it is surprising they could print, sign and scan.
