As I understand, because Biden isn't on the ticket, it's not actually her campaign, and the money has to be refunded to the donors, who would then re-donate it back to whatever campaign they choose.
The source is saying that Biden will not step down fully from the presidency, just not run for re-election. In fairness, that is kinda my screw up.
