Yep, leaning that way, although I think DEI incompetence is an important part of any good conspiracy. (when you want to steal an election you employ the dumbest loyal negros and women at key polling centers) They were planning to let the kid shoot and then bump him off the whole time. They didn't expect him to miss.
I do want to hear more about the shooter before making any firm conclusions.
