There's two ways of looking at it.

There were totally incompetent so all those at the top need to be fired.

They were in on the shooting so all those at the top need to be prosecuted.

In on it seems more likely. They had men on the roof with sniper rifles. They had to have seen some rando on the roof with a gun out there. And the men on the roof were men.
