It's such a stupid word, like all their "istaphobe" heresies. Japan during the isolation period could be called xenophobic. A country that has full trade with the world and tourism is not xenophobic. Literally nobody in Japan today is xenophobic. "Not particularly fond of foreigners" is not xenophobic. When the word is used, it's always misused, therefore it's meaningless.
It's also seen as natural and necessary to maintain biological diversity, from an evolutionary biology point of view.
