Buying powder and getting it shipped to your door is legal in most states, same with brass, bullets, etc. 8lb jugs last a good long while.
There's a single stage press 3d print in beta on the gatalog now. Europe and ME converted blank firing pistols are very common, taking something like the 9mm PAK and putting a bullet in it gets you a ~.380 or so in length.
