Schedule 1?

Whatever class of drug makes it legal for the government to put people in prison for life as a drug dealer.

Edit: I looked this up and testosterone is a schedule 3 substance and estrogen isn't a controlled substance at all. (available OTC) Maybe HRT versions are different?

Prescription strength, HRT, stuff is controlled. Estrogen is OTC in very limited amounts.
