Yes just get someone who's been on here forever and doesn't ask for it.
That's generally the right approach.
But it's also hard for obviously absentee mods to even notice the trouble free long-term users.
At some point some of the other regular users have to start naming names to make choices.
I get the theory.
But how does one get selected as a candidate without applying or volunteering?
Are we instituting a lottery or a draft?

Of course, such a nomination process could be easily gamed as well.
Thats how we tried doing it on c/gaming after the mod threw a fit and left. Too bad the admins completely ignored the nomination threads.
