Construct nuclear power plants, get enough power to desalinize and purify industrial quantities of seawater, and problem solved. Just stop wasting time on dead-end ventures like overly relying on "renewable" energy. (With the exception of geothermal, hydroelectricity and tidal power plants, as those actually have potential in the right environments.)
You're missing the point. They don't want there to be enough water, just like they don't want there to be enough food. And just like with the food, now they've decided to make it happen.
Malthus was right in his conclusion, but the way we got there was government intervention, not quadratic growth. Left alone, society would have found a way to support everyone.
The free market isn't perfect, but government is like a giant monopolistic corporation that allocates resources far worse than private corporations can.
