Catwoman/Batman is the main love match but the 4th contender seemed to be Harley after Barbara Gordon and Talia.
Of course this is going of the older animations/ animated films I watched, got no clue nowadays.
Nah, as Kaarous mentioned, even Ivy came up closer than Harley. Harley had some interest in Batman -- or rather, Harley seemed a bit man crazy for anyone she found interesting.
Batman showed interest first and foremost in Catwoman, then Talia, and then Ivy. He treated Barbara more like a surrogate daughter, and Harley like the crazy nympho you keep at arms length.
