State funding, essentially. Same as ABC and SBS in Australia, CBC in Canada, Deutsche Welle, France Télévisions, etc.
It basically means that they don’t have to compete for funding, and can put out whatever agenda they want, provided they tow the line of whatever party is currently in government (or, in many cases, more like what the deep state wants)…
The US equivalent is PBS and NPR, and I’m sure you know what those are like. It’s just that they’re nowhere near as big, mainstream or popular as the equivalent examples I provided, in other countries…
