As for the Russians while you've correctly identified their actions I believe you have their motives misplaced. To them this is a matter of practicality. They aren't despoiling the area because in their minds it's theirs. They're right of course but why would they destroy something they plan on putting to use.
Contrast this with islam which is famous for destroying beautiful things. The Library of Alexandria for example, or the olive trees of the old Roman roads in the Mediterranean.
What is Israel doing? Bombing an urban area. That's urban warfare for you. In Avdeevka for example the civilians wisely fled the area before the siege started. The so called palestinians can't. They can't because they're a multigenerational terrorist group that has pissed off their neighbors in any direction they might feasibly flee to.
There's a lesson there. And it's not "oh well guess they're just immune to retaliation."
The Geneva Conventions explicitly condemn non uniformed warfare for that exact reason. When you hide military assets among the civilian population, what results is on you. The Conventions only have one enforcement method you know, and it can be summarized as fuck around and find out.
