You don't need to apply for a license to have a baby. You don't have to even go to the hospital and be seen by anyone until it pops out.
And its preferable that way, because the moment it changes "someone that retarded" will include anyone religious or on the Right as well.

The left would use cases like this to expand social workers remit to what you say, I'd rather use reduce the government so the welfare system no longer exists for a decade or two just so that it wipes out enough of them by natural selection.
Just tie welfare and all free money to being sterilized. You'll be free of the retarded in a generation, and then in another generation you'll no longer need welfare.
I’m trying to think of a downside to this proposal. I guess it’s a bit of a genie and bottle situation where leftist would never ever agree to the voluntary eugenic destruction of their most loyal voters.
The downside is a lopsided population pyramid, which does come with its own fair share of issues. Alleviated with technology in the modern era, though, and knowing it is inbound would drive specific tech advances to further help, but that would be the main drawback, all of the problems of an inverted population pyramid. Not to say whether it would be "worth it" or not, just that a downside DOES exist.
You cut welfare for a generation, then the blacks will resort to even more crime to "survive" and cause untold suffering and even death to actual productive members of society. Possibly to the point of causing the machine of society to actually struggle to function.
Be a man and call for actual genocide/full deportation of a racial group, or find a better option. Don't take this passive "oh I'll just let it sort itself out over the course of a century and everyone else can suffer massively until it maybe does."
