I'm guessing that's the reason for the leak. Someone in the Bundeswehr is hoping it'll finally force their politicians to give them funding due to public pressure - because despite all the talk at the start of the Ukraine war about how Germany will build a massive army and comission an aircraft carrier, it's been nearly 2 years and they haven't done shit.
