Also, considering the long history of Customs straight stealing or destroying imported manga, we really aren't that far off from Asian games being unallowed in the West as you would think.
Please don't say we'll have literal underground markets and black vendors for Manga, the fact we got literature supporting grooming sex on kids and encouraging self mutilation for delusions on gender but drawings aren't allowed, I'm saying fuck it and living on a remote island.
For non-mainstream manga? Yeah probably.
You'll be forced to either consume what the Localizers consider appropriate for you or go through shady backchannel sites to get the raws for everything else.
They aren't going to let it go unopposed forever.
