Why would they PAY to house a foreign criminal? Shipping him back is the smartest thing to do. not only can he not get back in due to having a record, but taxpayers dont pay to feed and house him.

Frankly, the only choices for foreign criminals should be deport/ban and death sentence for the more severe crimes like murder/rape

There's a good idea. No taxpayer money for food and drink; have his fans send in money to a prison-controlled account, advising that if the donations stop, he will not survive. Easy foreign income, easy on the taxpayers and the criminal gets to eat. Win-win-win scenario.
