The allies in the UK had the same problem but they got by having the more elderly, usually WW1 vets serve as the home guard taking care of defenses, Anti Air batteries and internal security while the younger soldiers were involved on frontlines.

The third reich got to the stage they had children manning anti tank and air defenses, I think Russia is nearer the former than the latter.
