Mussolini's view was the corps serving the state, not the other way around.
It's the same people on both sides of the transaction, so it's mostly a pointless distinction.
Distinction with difference.
That's just a perspective thing and since it was his idea, and he was the side of government, that's how he laid it out. Had he been a businessman instead, it would have been slanted the other way.
