Maybe it's a tactic to see if they missed anyone in the bombardments by trying to bait them out to attack the fag flag.
They're guaranteed not to think like me at least, if I'm in charge of a military, I'd constantly go 'what would Canada do?'
(For reference, look up the Geneva convention, most of their no nos are what they did during wars, like baiting in starving German soldiers with tins of food then dropping grenades on them)
