I think it's an organic behavior that hasn't been updated to the new conditions. In a natural environment, these two subspecies would be separated by thousands of miles of untraversable terrain. The benefits of an open society would be great and the downsides would be kept in check by natural barriers. Now that technology has eliminated the natural barriers, new survival strategies are necessary.
