If you had police who go out and arrest every single participant in communist roadblocks, a legal system that put them in jail for 10 years, investigators who seized the assets of everybody involved in funding or supplying a roadblock, and even harsher punishments for people with authority who objected to using it to stop communist tactics, you'd solve a lot of problems very quickly.
