Nope. Oh, sure, that may be the official DEI line, but that's not your reason for it. Your reason for doing this is simple - enrollments are in the toilet, with the massive dropoff from the Coof not being undone yet combined with the general downward trend in higher-ed enrollments going on for years. Spring 2023 enrollments across the CA community college system was about 82% of what it was in Spring 2019.

At the same time as these enrollment drops, budgets at most schools keep going up and up and up, because they keep piling more and more bureaucracy on top so many colleges are flirting with bankruptcy.

So, the reason for this is an attempt to convince people from Mexico to start enrolling in the schools to desperately try to slow the bleed before the collapse is in full.

Don't a lot of states? They call it resident tuition, not citizen tuition. So however these people came to reside in the state, they don't care.
