The way it worked at the S&P 100 company I used to work for was, they set target metrics for hiring "diversity" employees for all hiring managers and then required for all open positions that at least one "diverse" candidate be interviewed. And one of my manager friends said HR actually told him over the phone to take this further and cross the line into actively discriminating against Whites, though of course there's no way to prove this.
When I asked HR how this didn't violate anti-discrimination law I was given a hand-wavy answer about how it wasn't "discrimination" because in theory they weren't requiring the diverse candidate be hired. Which made no sense because having different hiring processes based on race is by definition "discrimination". And then of course whenever we interviewed a white male for a job HR had some quibbling interpersonal or "cultural" issue (which we usually had the good sense to overrule).
I still remember interviewing this PhD from one of the 2 big "Institutes of Technology" with extremely relevant post-doc experience and us being unable to make an offer because we hadn't yet interviewed someone "diverse". That was when I realized we weren't really serious about hiring good people and holding them to a high standard of excellence. Not coincidentally it was around the time I started to stop caring about how well I did my own job.

HR no longer cares about quality or right versus wrong. They care about their social standing in the brave new world.
They care in the sense that their discrimination must be consistent with what's accepted by the Regime.
An HR department that so openly discriminated in favor of Whites would be hit with the full force of the law.
