Wasn't this the mayor that just got done applauding an initiative where the police try to arrest an equal number of each ethnicity?

Yup. The failed policies he's talking about are his failed policies. If he actually wants to improve the lives of the people of the city he should simply shoot himself five minutes after appointing Don Huffines as deputy mayor.
