If cops killed black people all the time, it wouldn't be a massively big deal during the few times it happens. Same with COVID deaths. If it killed anybody who wasn't at the verge of death, every death wouldn't be newsworthy. If there is a major news article about something, then it automatically means it is an uncommon event.
And of course the media leaves out important details like the person was fighting the cops or resisting
