Keep pressing these idiots until they feel like fools. They may not have the capacity to think but they will respond to stimuli, so if they are made to feel like a laughing stock they may change their behavior simply to avoid having to experience that sensation.

Don't forget that, most insurance coverage doesn't clear the cost of removing the rubble, let alone re-building; and (like most insurance companies) if you want full payout, you'll need to drag them into court anyway, so add at least one hundred thousand dollars to the cost in attorney fees when you do get a payout.
