I forget the story of captain planet but I thought I recall it was the brainchild of a rich environmentalist wacko who threw a ton of money into getting it out there. Presumably once the money dried up that was it, the show was obviously terrible cringe and never had any organic popularity.

Captain Planet is a good benchmark because when shows get made that are this terrible just to push a message you know companies are getting paid form somewhere to do it.
