Usually, what happens is that the banking class will get governments to cease trade with the country to cripple its economy and starve the people. This will put pressure on the government to conquer surrounding territory for the resources to survive. Then the banking class will suggest the leader want to war to conquer the world cause they're a crazy warmonger and attacked everyone entirely unprovoked. Then a war happens so the banker class can subjugate the country that was trying to free itself from the banker class's hold.
