Pee Wee was supposed to be an adult character that made fun of kids shows. Somehow he got hired to do a kids show, and it got weird. That is a good point you have, and this entire thing is a bit insane to take in.
Yes, it was a parody of children's shows, which got so successful that it became a straight-up children's show.
Ever seen the full intro? It's two-and-a-half minutes long. Possibly the longest intro sequence in television history--that had to be part of the parody.
I showed it to a much younger sibling, and she honestly thought people were on drugs while making it. Reubens tried several times to get out of the Children's Show view since that was never his intention, and they kept dragging him back in.
Contrary to popular belief, the porno-theater arrest was not what ended the show.
He had decided to end the show months earlier, for reasons you just stated. I think its intended finale had already aired by that point.
It's like how people think Mike Tyson was dropped from Punch-Out because of his own troubles and/or losing his title. No, his three-year contract just ran out.
