It's very convoluted, but basically, 2B was a guest character in Soul Calibur. In that game, she has a palette swap where her colors and skin are inverted, so dark skin, light clothes. She became known as 2P as a play on her name 2B and the palette swap for the 2nd player. 2P became so popular in fan media that she got officially recognized as a separate character in the Nier canon and added to the mobile game.
Edit: The fan artist dishwasher1910 basically drew an Egyptian outfit for 2P and this cosplayer used it as the template for creating the costume in real life.
So I looked into this a bit, knowing nothing about 2B or 2P or whatever, and this is ... really dumb? At what point is this just a random slutty anime character and actually has not one single stylistic similarity to the "original" source?
(Addendum: Jesus Christ, I need to lay off sounding like the Imp, seriously...)
Imp may be a lunatic, but his underlying reasons aren't wrong. Women as a group behave incredibly illogically, with a hive mind structure, and have essentially no control over their base emotions. We have seen the results of the 19th amendment, and allowing them into the workforce en masse.
They have done what every H1B Pajeet does when they get hired: infiltrate HR or another position of power, and use it to only hire more people like them. People like straight white/asian men who actually work hard and produce, get sidelined/fired for being in the way. The only thing women do worse than H1B Pajeet is rape allegations, which destroy both a mans personal and professional life rather than just making career advancement more difficult.
Yeah, that's what happens when a character becomes very popular. People will draw them in casual clothes, etc. "Lewd" cosplays become wearing a colored wig while otherwise nude.
How is that cosplay in any way supposed to be 2B?

Answer: Women.
...I mean, that should be all I have to say, really.
