Did you see the way he slapped the cop's hand away? That ineffectual lean in, the lack of force, the immediate disengagement? I've seen that before. It's a behavior every toddler ever exhibits when they're angry. This man either has severe arrested development or is choosing to act like a tantruming child because he thinks it's "cute". Either way, not behavior that flies outside of the GAE.
