All the ones around me are red. I'm sure we'll get told they're all tribal land soon.

The black beaches are where the fights happen, where trash is left literally everywhere, and you can't go swim because your stuff will be missing when you get back to shore.

This beach was by the military base, which is what brought the mainlander whites. So not really voluntary, but you could get stuck in worse places.
The reason the government will never leave Hawaii is it's an important strategic location for storing fuel among other things. And just important to projecting power in the Pacific which is the goal of globohomo.
