it's because all his loud employees are saying the opposite, so this is as radical as he feels he can be without war.

Unlike most people here I believe there's still some genuine free thought left in the Zucc, mostly because he drove a 90s Acura NSX for a while, but assuming the most rosy and unlikely interpretation of his public stance is extremely unconvincing.
