a tyranny sincerely exercised for the good of its victims may be the most oppressive.

Well the thing is, I no longer believe that there's any pretense that these authoritarians actually have any interest in doing good for their victims, unless you count "they'll be dead so not poor/sick/oppressed/in pain any more" as "good."
