Android is open source so the moment that they try it is the moment that android will be dealing with 20 different projects all dedicated to purge government out of the OS. Also locking the bootloader has been a lost cause as hackers find exploits faster than manufactorers can fix them.
Demand client side scanning I guess?
When the client is open source I can cut the scanning out of it.

Unless you're running a CPU prior to 2009 or so, or intend to cut the "management engine" out of your CPU without bricking it, good luck.
Those things are blocked by proper firewall. They need access to your network to use it.
