It is, but its not as cut and dry as it seems. A lot of it has to do with blacks, of all wealth levels, can't stop getting caught with drugs and still live in crime riddled black neighborhoods that in turn make them become involved in more crime.
So its not like a super rich black guy is out robbing stores, but he, and mostly his children as it seems is the biggest source of the actual problem, are still getting involved in illegal activities that things like black culture are heavily invested in.
It can be argued that black guys get arrested disproportionately for drug crimes, whether by presumptuous cops searching them more or just generally being harder on them, but if you know that'll happen you should maybe just not do fucking drugs.
